The first thing to be sure of is that the person (or yourself) really want to stop smoking and are not doing it because they feel they ought to.
In an interview in 1974, Hawayo Takata was asked about this:

Mrs Takata also talks about using the mental/emotional healing taught in level 2 to help with smoking and alcohol addiction on one of the audio tapes I have of her teaching.
Her method is as follows:
First you draw SHK on the centre of the head and then CKR. (hands in the position you were taught for this technique)
Then you talk and talk to the person (either aloud or from your heart, silently)
As an example she says "you are a very good person, a fine character but for now your mind has become distorted and you are not in your right mind and you have very bad habits. So chase away all the bad habits and take in the good, take in the good, and make yourself very normal. So, that you have to do daily, about 15 minutes on the head.
If it's for smoking, you say: "smoking's not good for you, bad for your lungs, so do away with cigarettes. And when you do away with cigarettes, food will taste better and you will have better health". So you talk to them, talk to them, talk to them."
The person must have the desire to quit but it's very easy because the person will tell you what is happening. They may say something like "this cigarette smells horrible" then this is a cue to say if the cigarette smells that awful then its time to quit, it's simple, it is sign that the cigarette is not good."
Note that she does not mention using positive affirmations - that is a Western add-in. According to Chiyoko Yamaguchi (my Reiki teacher's mother, who was also a student of Chujiro Hayashi, like Hawayo Takata) Hayashi did not teach his students to use positive affirmations but a very strongly worded phrase instead.
